MANILA - Typhoon Labuyo brought minimal damage to Baguio City despite the declaration of Storm Signal no. 3 in the city, Mayor Mauricio Domogan said Monday. The mayor said the typhoon felled trees and caused flash floods in some areas. He said the city government had already conducted pre-emptive evacuation in places where landslides might occur. He said Naguilian Road and Marcos Highway remain open while Kennon Road is closed due to falling rocks. ANC NEWS NOW, August 12, 2013
