MANILA -- Economist Benjamin Diokno awarded the Aquino administration a "3.0", equivalent to a "passing" mark, for the work it has done in the past three years. Diokno noted that despite breaching economic targets, the government has yet to reduce poverty and create more jobs to lessen the unemployment rate.
