MANILA, Philippines -- President Aquino is flying to Brunei at 4 p.m. today for the 22nd Association of Southeast Asian Nations summit. Aquino is optimistic there will be progress in addressing the territorial dispute in the West Philippine Sea. The president is expected to push for a legally binding code of conduct governing the West Philippine Sea as he meets with his fellow Southeast Asian leaders. Last year, the ASEAN summit failed to issue a joint communique allegedly due to resistance from host Cambodia, which is an ally of China. ANC Dateline Philippines, April 24, 2013
