The government is putting its "allow-first-regulate-later" approach into law, so companies can take bold decisions without getting tied up in red tape.
Under the new measure, companies will be able to run multiple types of business at a single factory.
Currently, for the most part, factories can only make what they're licensed to make.
But as soon as this September, they'll be officially allowed to branch out beyond manufacturing into services.
