Father Múgica then delivers a speech in which he expresses: "Disagreeing fundamentally with the policy of the Ministry of Social Welfare, in relation to the villas, since the villagers are denied any creative participation in the solution of their problems and at the request of the Comrades villeros renounce the functions of adviser of that ministry, and reaffirm my adhesion to the process of national reconstruction promoted by General Perón, working as a priest from the town and with the people as our bishops point out.
