Why ISIS flags bearers in Jammu and Kashmir are still free?

In the wake of cross-border attack on security forces in Udhampur, youth of Jammu & Kashmir were seen waiving flags of Lashkar-e-Toiba (LeT) and notorious extremist group, Islamic State (ISIS).
