Decision 2014: Scam tainted to get tickets?

Wondered for a while why Congress was giving tickets to the apparently most corrupt of the corrupt of their party!
Pawan Bansal, Suresh Kalmadi and Ashok Chavan are in, now if only A Raja was in Congress and was also included they would make a formidable Gang of Four to show middle finger to the people so far as corruption was concerned.
Big Tamasha scratched his old head. Could there be any game plan behind this? Behind choosing the apparently corrupt ones?
