New Delhi: The Narendra Modi rally on Saturday will not even be a fraction of the congregation the city witnessed on September 29. While most leaders blamed the lower projection on the model code of conduct, a few cited security reasons. Some even said party workers were too busy with local campaigning to work on rally arrangements.
