India Debate- Is the Congress guilty of spreading fear against Modi to win Muslim votes?

A muslim cleric Syed Mehmood Madani has accused the congress of fanning fears about Modi to ensure Muslim vote consolidation in its favour. Madani's remarks were seen by the BJP as an endorsement for Narendra Modi. While Madani has clarified that his remarks were not an endorsement of Modi's candidature the BJP has reasons to celebrate. Madani's remarks may not be fully endorsed by Muslims across the board but they certainly will inject a new dynamic.
In the sense that they will split Muslim votes. The Congress will be the most immediate loser. It's gameplan hinges on Muslim consolidation as a reaction to Modi. If some Muslims identify with Madani's remarks that may not happen reducing the Cong's hold over the Muslim votebank.
