Bihar Mid-day Meal Tragedy: Who is to be blamed?

NewsX: In Bihar, mid-day meal horror refuses to die down. 15 children fall ill after having the mid-day meal in Madhubani and 22 children died in Chhapra. The two cases in Bihar of the Mid-day Meal, children were food-poisoned but despite these incidents the politicians are playing the blame game instead of addressing the real issue. Party's are playing blamegame over the deaths of the innocent children.
