Jaipur tunnel accidents: Questions govt need to answer

The police have managed to trace the truck to Indore, based on its registration number. But its driver is still absconding. The incident which has triggered up a bout of soul searching has also led to several questions.
1. If the tunnel was not meant for two-wheelers why were they allowed at the first place?
2. What is the purpose of having checkposts at both the entry and exit points of the tunnel?
3. What were those manning the tunnel through CCTVs doing?
4. Why was the truck that hit the two-wheeler not stopped at the exit?
5. What took the police such a long time to reach the affected?
6. Why are the police unable to find the driver even after tracing the vehicle?
