In the first high-level American visit to India since the election of Prime Minister Narendra Modi, Secretary of State John Kerry said Thursday that the Obama administration was seeking a “new relationship” with India.The goal of Mr. Kerry’s trip is to lay the basis for expanded cooperation before Mr. Modi travels to Washington in September.
