Trinamool leader and West Bengal Chief Minister Mamata Banerjee's constant brinkmanship has set the cat among the pigeons in the UPA government. Finance Minister Pranab Mukherjee has had to step in to explain to allies and TMC in particular that it should not seek any amendment to the President's speech.
