Pyongyang continues to urging Seoul to break away from international sanctions, to improve bilateral ties.

Claiming Washington is making unilateral demands related to denuclearization -- that it's using maximum pressure, unlike its promise at the Singapore summit -- and it's even trying to control the speed of positive developments between South and North.
The paper stressed that sanctions are no help in improving inter-Korean relations.
