Obamacare Program The Affordable Care Act's “risk adjustment” program is being restarted in order to comply with a federal court ruling. The ruling comes two weeks after Donald Trump's administration ended the program. Risk adjustment is a set or payments that flow back and forth
among insurers. In Obamacare's case, it's among the carriers that sell coverage to small businesses and directly
to individuals. Insurers with lots of relatively healthy customers put money into the program, while those with sick ones receive funds out of it. The program is considered critical due to the role risk adjustment plays in keeping insurance
markets stable.
