among insurers. In Obamacare's case, it's among the carriers that sell coverage to small businesses and directly
to individuals. Insurers with lots of relatively healthy customers put money into the program, while those with sick ones receive funds out of it. The program is considered critical due to the role risk adjustment plays in keeping insurance
markets stable.
