It is recommending that the convicted comedian undergo counseling and register as a sex offender for life.
Reuters reports a Pennsylvania court will determine whether to accept the recommendation.
The 81-year-old actor was found guilty in April of drugging and sexually assaulting a woman in 2004.
The victim, Andrea Constand, was one of dozens who have accused the comedian of sexual assault.
