Father Jack first briefly explains what parts of the world he has worked at. Later he addresses the ICE contract by stating "It breaks my heart to see people who are now in this concentration camp that Essex County gets paid millions of dollars for running." If the parents of children in dangerous conditions didn't attempt to provide something better for their children, Father Jack would wonder what kinds of parents those children had.
