Stephen Kampyongo is addressing the media on the 467 Zambia correctional service inmates who have today been pardoned by His Excellency, President Edgar Chagwa Lungu in accordance with Article 97 of the Constitution of Zambia and by way of exercising His Prerogative of Mercy.
