High court in its observation said that seeing the recent cases quick amendments have been made by centre, but no research done before that Court als observed that the law has been made strict but nothing much done for the victims. Court also observed that not much done to educate and sensitize minor offenders. Delhi High court made these oral observations while hearing. A PIL challenging the Criminal Law (Amendment) Act 2013, in which a penal provision – minimum of seven years of jail term – for a rape convict was included.
