Union Minister Gangwar rakes up controversy, says rape incidents can't be prevented

Union Minsiter Santosh Gangwar has raked controversy with his remarks on rape. He says such incidents are unfortunate but can't be prevented. In a huge country like ours, 1 or 2 incidents should not be blown out of proportion.
