Prime Minister Modi was on a visit to Tamil Nadu today to inaugurate a defence exhibition. As he landed at the Chennai airport, hundreds of protesters welcomed him with black flags and 'Go Back Modi' slogans. According to the protesters, they were demonstrating because of what they say is the failure of the central government to constitute a Cauvery Management Board. There were at least 10,000 police personnel present to prevent the situation from worsening. PM Modi took the aerial route to reach the venues, at which time the protesters also released black balloons.
