The Uttar Pradesh assembly on Tuesday passed the Uttar Pradesh Control of Organised Crime Act (UPCOCA) 2017 bill, passed it for the second time within four months, through voice vote as entire opposition staged a walkout calling the Act as `draconian’ and precursor of undeclared emergency.The Bill was passed by the assembly for the second time after it was rejected by the legislative council on March 13 last without any amendment.
