FDA Plans to Lower Nicotine Levels in Cigarettes On Thursday, FDA Commissioner Scott Gottlieb announced the move in order to make cigarettes less addictive. The Centers for Disease Control and Prevention said about 15 percent of U.S. adults smoke, and tobacco companies admit to its products contributing to 1,200 American deaths daily. The FDA move will seek comment, research and data to be reviewed by the public, according to USA Today.
