Today the UN commission on narcotic drugs meets in Vienna. It does so against a backdrop of increased decriminilisation in many parts of the world, but which was the first country to go all the way?

Which country was the first to decriminalise all drugs? Portugal decriminalised all drugs for personal use in 2001. The country's drug-induced death rate is now 4.5 per million. The European average is 19.2 per million.
