He outlined the bill 18 years ago when he was flirting with the notion of running for president. Now, Rep. Juan Vargas, a Democrat, has introduced Trump’s exact 1999 plan in Congress. In a statement, he said, “In the spirit of bipartisanship, I am introducing the Donald J. Trump Wealth Tax Act of 2017 to allow the president to follow through on his original idea.”
