The gunman behind the shooting rampage in Northern California was "deranged and paranoid," according to police. Kevin Neal was out on bail after assaulting two neighbors when the incident happened. Neal first killed his wife on Monday night and put her body in the floor of their home before fatally shooting four more people the next day.
