Farmer shot dead by Bureau of Animal Industry's 'Blue Guard'

Arnel Figueroa, leader of farmers' group Pesante was shot dead by Dan Nelson Mayo, a member of the so-called "Blue Guards" of the Bureau of Animal Industry (BAI) on September 20, 2016, at the Yulo King Ranch in Busuanga town, Palawan. The BAI, according to its website, is an attached agency of the Department of Agriculture. "It promotes the development of the livestock industry and investigates the causes of dangerous communicable diseases from animals so their spread could be prevented," said the site. For six years, Pesante has been fighting for the distribution of a portion of the ranch to farmers under the Comprehensive Agrarian Reform Act.
