Was Siddaramaiah's Drought Study Merely A Political Gimmick Against BSY

On the first day CM's drought study, he visited Bidar the first thing. Though an hour late, the people expected that the CM would spend time studying the problem in detail and take some suitable measure. But people were diappointed when he spent less than half an hour, thus creating a feeling among people that he wasnt really interested and the visit was just a political gimmick.
