DOJ report: Chicago police routinely used excessive force

The Justice Department says an investigation has found Chicago police are systematically violating the civil rights of people in the city through excessive use of force, poor oversight and inadequate training of officers. One of the sweeping 164-page report's key findings echoes a contention black and Hispanic Chicagoans have made for decades – that police unfairly target minorities for uses of force. The report says DOJ investigators had "serious concerns about the prevalence of racially discriminatory conduct by some CPD officers."
