Obama to end policy of giving residency to Cubans without visas

The Obama administration is ending the "wet foot, dry foot" policy, which allowed for Cubans arriving in the U.S. illegally to be granted residency. A senior administration official tells NBC News that the U.S. and Cuba have spent several months negotiating the change, including an agreement from Cuba to allow those turned away from the U.S. to return. The decision comes one week before President-elect Donald Trump enters office and ending the "wet foot, dry foot" policy could affect Trump's plans to renegotiate Obama's deal with Cuba.
