Did Giuliani Know About FBI's Plan To Look Into Clinton's Emails In Advance?

Following Rudy Giuliani's recent statements, questions have surfaced if he knew about FBI's letter on Clinton emails in advance.
Last Friday, FBI Director James Comey sent a letter to congressional leaders revealing the agency's plans to investigate newly discovered emails that may be related to Hillary Clinton.
Two days prior to Comey's announcement, Rudy Giuliani appeared on Fox News and had commented about "a surprise or two that you are going to hear about in the next few days...I'm talking about some pretty big surprise."
On Thursday, CNN's Don Lemon asked Michael Moore if Giuliani could have known about the letter in advance considering the timing, Michael Moore noted, "Well it sure sounds like he knew something. You know, I mean this man is a former federal prosecutor, worked for the Justice Department. If somebody slipped him some information there, I mean, that is amazing,"
