Russian Diplomat Vitaly Churkin on Thursday announced that the UN Security Council had voted by acclamation to appoint former Portuguese Prime Minister Antonio Guterres as Secretary-General, effective January 1, 2017. Mr. Churkin expressed disappointment that the successful candidate was not a woman or from Eastern Europe as originally expected, but he said Mr. Guterres was the most qualified candidate.
