En Italie, de nos jours, le gouvernement a créé l'organisation d'aide sociale, une agence secrète spécialisée dans la lutte contre les Séparatistes Républicains du nord, et le terrorisme. Pour ses missions, elle utilise des fillettes, proches de la mort, gravement malades ou ayant subi un traumatisme grave. Après avoir été robotisée et subi un lavage de cerveau, chacune de ces filles devient une tueuse implacable, entièrement dévouée au fratello (frère en italien), un adulte souvent issu de la police militaire, avec qui elle fait équipe. Mais ce n'est pas aussi simple que cela parait, surtout pour le duo José/Henrietta où José commence à s'attacher à Henrietta.
