The night of November 13th, François Hollande declared a three-month state of emergency, announcing sweeping powers unseen since the 1970s. On Wednesday, his cabine is due to unveil a constitutional reform setting guidelines for these circumstances. But have they already gone too far? Can the constitution be changed to strip dual citizens convicted of terror acts of their French nationality? Is this an unwarranted state of emergency?
