UN climate chief insists Paris deal will be 'legally binding'

Christiana Figueres is the Executive Secretary of the United Nations Framework Convention on Climate Change. She spoke to FRANCE 24 at the COP21 climate conference in Paris, where 195 nations are trying to forge an agreement to limit global warming to 2°C.
Figueres insists any deal that comes out of the Paris conference will be binding. The agreement will have "several different natures of legal bindingness", she told FRANCE 24, adding that it is "abundantly clear that the United States supports a legally binding agreement”.
The UN climate chief also said that historic responsibility for climate change on the part of industralized nations "is not ideology, it is a fact". However, she added that "we must all create the future together, so to only look back and point a blaming finger doesn’t really help".
