Një vit e gjysme pas miratimit te ligjit për importin e plehrave, te paktën 10 fabrika te riciklimit, kane depozituar kërkesat për te marre mbetje nga vende te tjera. ne territorin shqiptar funksionojnë 60 aktivitete te tilla, megjithatë për ambjentalistet problemi nuk qëndron te numri i madh i tyre, por tek bazimi i aktivitetit totalisht ne import. Sipas Lavdosh Ferrunit, edhe nëse mbetjet, qe do te vijnë ne vend, janë te parrezikshme, ato do te kercenojne ndotjen e burimeve ujore. Ambjentalistet pohojnë se kërkesat e fabrikave ricikluese për import zëne mbi 90% te kapacitetit te tyre përpunues, duke përjashtuar kështu përpunimin e mbeturinave ne vend. Te martën Gjykata Kushtetuese do te shqyrtoje kërkesën e Aleancës Kundër Importit te Plehrave, për te hedhur ne referendum popullor sjelljen e mbetjeve nga shtete te tjera. ligji është miratuar ne 2011 vetëm me votat e mazhorances, por AKIP nuk kërkon kthim mbrapsht te tij, por vetëm anulimin e dy neneve, qe kane te bëjnë me importin e plehrave ne Shqipëri.
