Në datën 4 korrik sipas kalendarit të hartuar vetë nga Instituti i Statistikave në Shqipëri duhej të publikohej Produkti i Brendshëm Bruto për tremujorin e parë të këtij viti. INSTAT, përveç shkeljes së afateve për nxjerrjen e PPB-së, ka shkelur afatin edhe për disa publikime të tjera, siç mund të jetë regjistri i ndërmarrjeve ekonomike, apo indeksi i tregtisë me pakicë.
Për ekspertët ekonomikë, vonesa në publikime nga ana e INSTAT jo vetëm që shkel afatet ligjore, por ndikon negativisht duke bërë që institucione të pavarura siç mund të jetë për shembull Banka e Shqipërisë të marrë politika të gabuara. Vonesa e publikimit të rritjes ekonomike është një fenomen i ndodhur shpesh, ku sipas specialistëve fajin kryesor për këtë e ka qeveria që e përdor institutin e statistikave për interesa politike. Është bere tradite tashme qe shifrat negative për ekonominë analizohen me vonese. Vetëm një ditë më parë kryeministri Berisha komentoi një rënie të rritjes ekonomike në tremujorin e parë të 2011-ës. Në kalendarin e publikimit të rritjes ekonomike, INSTAT ka vendosur data të cilat i lenë atij deri në 3 muaj kohë për të përpunuar të dhënat e megjithatë afatet janë shkelu. Vetë INSTAT nuk ka dhënë asnjë arsye përse ka ndodhur kjo vonesë.
