Refuzimi i Komisionit Evropian për ti dhënë Shqipërisë statusin e vendit kandidat pritet te përsëritet edhe disa here te tjera, madje shanset janë te pakta deri ne vitin 2013. Paralajmërimi vjen nga raporti tre mujore i njësisë ekonomike te inteligjencës, me seli ne Londër, një botim ky i cili analizon zhvillimet politike dhe ekonomike te shteteve. Ne këtë raport evidentohet dialogu politik si ngërçi kryesor.
"Shqipëria ka mundësi te pakta për tu bere kandidate për ne Bashkimin Evropian deri ne fund te vitit 2013. Qe kjo te ndodhe, duhet një angazhim i madh dhe dialog për te përshpejtuar reformat. Shqipëria ka marre një raport negativ progresi nga Komisioni Evropian ne tetor. Partia Socialiste ne opozitë i dha fund bojkotit te saj ne parlamentin shqiptar ne muajin shtator, por nuk ka dhënë ende shenjat e një dialogu te tejkaluar me Partine Demokratike ne qeveri." Raporti i publikuar ne fund te nëntorit, evidenton se shume nga prioritet e qeverise Berisha, siç janë reformimi i administratës apo lufta kundër korrupsionit kane nevoje te zbatohen ne praktike. Kritikat e shumta ne adrese te korrupsionit ne administrate, sipas raportit nuk janë konkretizuar ne ndëshkimin e zyrtareve.
