Is ISIS Deliberately Moving Weapons Near Mosques?

Surveillance footage from an unmanned drone released by the Russian Defense Ministry shows what are reported to be vehicles transporting ammunition and military cargoes allegedly belonging to the self-proclaimed Islamic State being driven from their hidden locations to areas of Syria populated by civilians, notably near mosques and other religious centers, in what appear to be tactics to avoid strikes by Russian missiles.
