Bolivians Hail Int'l Court Jurisdictional Ruling on Sea Access

Bolivians, from President Evo Morales to the country's indigenous communities, hailed Thursday's decision by the International Court of Justice (ICJ) in The Hague that it had jurisdiction in La Paz' claim against Chile demanding access to the sea.
