As a good-will gesture ahead of Pope Francis' visit, Cuban authorities announced that they would free 3,522 prisoners. Their ranks include those over 60 years of age, those under 20 who don't have a previous criminal record, the chronically ill, those who were slated to be conditionally released in 2016, and foreigners, who will be repatriated to their respective countries.
