Waiting for water in 'developed' state

Several months ago, Malacca was declared a 'developed state' by no less than Chief Minister Mohd Ali Rustam.

C Ragunathan begs to differ. His house of 25 years is one of a handful situated on privately-owned land in the middle of an oil palm estate in Kampung Paya Yoki, about 6km from Merlimau town and some 500m away from the nearest neighbour.
