Detective Steven Westfall Resigns from Pocatello PD

Detective Steven Westfall Resigns from Pocatello Police Department after smashing his elbow down on a detained suspects face.
A few problems that I have is that this suspect did nothing that would possibly warrant an arrest.
1. being in a public building to do business with the IRS
2. refusing an illegal search
Neither one of those things are illegal, yet that is what they are charging him for.
About 80% of the Pocatello Police Department needs to be forced out, including Chief Marchard.
