MMDA to deploy more traffic enforcers

MANILA, Philippines -- The Metro Manila Development Authority (MMDA) has devised ways to ease road congestion but rain, mall sales, pay days and the sheer number of cars on the road all contribute to bumper-to-bumper traffic.
