Man mugs a girl on her way to school to hijack her hair?

In Osaka, a junior high school girl was attacked by a man who cut off her ponytail.
Earlier this month when the girl was on her way to school she walked past a man on the road. The man called out for her to wait.
When the girl slowed down and looked back, the man suddenly grabbed ahold of her ponytail.
He pulled out a knife and hacked off the girl’s hair, then took off with the 20 cm long ponytail in hand.
The girl reported the incident to police but the police have not yet apprehended the man.
