France says that it's going to boost its 3,000-strong counter-insurgency force based in Chad and task some of them with offering logistical but not combat support to regional soldiers battling Nigerian insurgents around Lake Chad. Also, in Madagascar, hundreds of thousands of people are suffering from food shortages due to last year's drought.
