The Israeli government has changed its criminal code, to make stone-throwing punishable by up to 20 years in prison.
It is the latest step in Israel's "zero tolerance" policy against Palestinian demonstrations.
Political analysts, however, warned that Israel's policies including the expansion of illegal settlements could only ignite more anger among Palestinians.
