Due to current laws under Barack Obama's administration, 80% of inmates are Latino and African American. Jails charge $64,000 a year per inmate. Such is the boom in this sector that the private-jail industry constantly lobbies congress to pass laws that benefit its business model, without regard to human rights, according to various NGOs. teleSUR
