The purpose of your gutters is to catch the water, channel it away from that area, send it down the downspout and eventually throw it off to an area away from your foundation to protect the foundation of your home. Too much water there can cause a leaky basement, mold build-up inside your home, and could cause your foundation to erode away and cause structural damage to your home.
So the idea of gutter guards is to keep the debris out of your gutters so they don't clog and they can allow rain water to be sent through. With gutter covers that use reverse-technology or water adhesion or surface tension, the idea is that the water is suppose to drain down to the bottom of the cover and pass through a slit that's about three-eighths of an inch wide and flow into the gutter.

Another type of gutter is called, Waterfall. Similar idea in that water is suppose to flow down the cover and into the opening. So the gutter is not able to do its job. Very simply, you've paid for something that just isn't working as it's intended.
Make sure that in the company's warranty that they will cover situations in which the gutter protection will be covered during a heavy rainfall. You will find that some companies will not cover this situation of heavy rain.
