President Obama has issued a letter stating such to Vladimir Putin.

In question is the 1987 ban on such activities signed by Ronald Regan and Mikhail Gorbachev, putting an end to the Cold War and serving as a means to control the arms race.

US official sources say that Russia’s testing activities were first noted in 2008.

By 2011 the trials had elevated concern among the Obama administration and in 2013 the possibility of a treaty violation was raised.

Early in 2014 Russia’s activities were brought to the attention of NATO, but the White House decided further investigation was needed before a final determination could be made.

That time has come, and both President Obama and Secretary of State John Kerry are requesting that their Russian counterparts meet with them to address the situation.
